It may be a tongue and cheek remark, it may simply be an attempt to ingratiate, but Owe's in Columbia demonstrates his arrogance and insensitivity to American taxpayers. Owe told Columbian officials:

Well, first of all, I want to thank President Santos and the people of Colombia for the extraordinary hospitality in the beautiful city of Cartagena. We're having a wonderful time. And usually when I take these summit trips, part of my job is to scout out where I may want to bring Michelle back later for vacation. So we'll make sure to come back sometime in the near future.

After being called on his lavish vacations during troubled economic times in the USA, you'd think Owebama might think before making these comments which are a poke in the eye to Americans trying to make ends meet. Apparently, Owe sees it as a joke.
